Now that the Z Version has officially been added to Game Pass, can one access it by simply changing the Xbox's region location to Japan? And, if so, what exactly are the rules on this sort of thing regarding both TA and Microsoft? Are either TA or Microsoft likely to ban an account for using this method to play the game outside Japan and/or rack up more achievements? Or is it merely "frowned upon?"
Any clarification would be appreciated.

Yes, you can access this "Z Version" by simply changing the Xbox's region location to Japan; you'll find it in the Game Pass section at the B letter as "BIOHAZARD RE:2 Z Version". Nobody has any problem whatsoever with changing region to play this version. In order to play this "Z Version" on Game Pass you must keep your console region on Japan.
Extra note: The DLCs that you own in the regular version are also compatible with this "Z Version", so you can enjoy them in this version too.

I just installed RE2: Z version on my computer, (It's a play anywhere title so it's identical to the Xbox version ). I also installed all the dlc I owned for American region re2, but they don't show up in game. What gives?
The American dlc is also listed in the Xbox app as being compatible with the z version so it's very weird that it's not working.
Any ideas? Thanks!

You're right, I installed the Z version on my Xbox and all my dlc showed up. It's a shame when the PC version gets messy with the entitlements. Even though the Xbox pc app says the dlc.

It's pretty simple from what I can tell. First close the Xbox App completely from the little Xbox icon in the tray (bottom right corner); right click, quit. Then in the Windows Search bar type "Region" and you should see a result "Region Settings". Click on that. In the window that opens simply change country (first option) to Japan. Launch the Xbox app, search for "Z version" and both RE2 and RE3 Z versions will appear and can be installed.
